If you do, your bandwidth issue could be because of having Google Earth and this webinar open at the same time. To log-off of Google Earth, but stay "on" you can click on File>log-off server. That will save you some bandwidth

You can move a location within a tour by cutting and pasting

If you want to move an actual placemarker, you do need to start over, I believe. You can copy the information out of the text though to save some time. That is how it appears to me.
